Benefits of Smart Calculation
Федеральным законом РФ № 261 «Об энергосбережении и о повышении энергетической эффективности», принятым три года назад, установлены требования повсеместного учета энергоресурсов. В июле 2012 года они стали еще более строгими: счетчики на тепло и воду будут устанавливать в квартирах и домах россиян в принудительном порядке.
In other words, now resource supplying organizations can require from residents of block or flats, summer cottages or country houses united by the common engineering and technical supply network that premises are to be equipped by water counters and accounting devices of heat and energy consumption and put into operation.
Before coming into force of the federal law No 261, it was supposed that quarters and institutions would be equipped by accounting devices of water and heat consumption by 2012. Some years ago Dmitry Medvedev, being then the president of Russia, told us, insisting of the adoption of the law: “Our buildings, structures and public infrastructure in whole are a “black hole” where huge energy resources disappear without a trace”.
According to an investigation carried out in 2005 by the World Bank, corporation IFC and Effective Energy Usage Centre, Russia can save 45% of energy during its consumption. Data indicate an inefficient application of energy resources in our country: some years ago a volume of energy losses in Russia was equal to the annual energy consumption in France. In conditions of rapid price growth for energy carrier, the waste verges on insanity in terms of the whole country and separate energy consumers.
However, an economy is possible only when a resource can be measured accurately. The customer wants to know how much he obtains, the supplier – how much he spends and both parties will not reject report about losses. Accounting devices help and permit to track a quantity of consumed resources, register quality parameters, and record a journal of events. In addition, modern technologies are able to collect counter data, analyze information and manage the general energy accounting system, also limit resource consumption in specified regimes.
These functions are entrusted to smart energy resource accounting systems which are actively introduced all round the world. In specialists’ opinion, a smart counter has to become an element of these smart systems including data collecting and transmitting devices, servers, channels of communication and other equipment.
Counters with big functional opportunities will be useful, first of all, for marketing and network companies interested in a reduction of energy resource losses for the efficient fight against the energy embezzlement. Smart counters can become a good tool for raising the purchasing culture of subscribers, since they permit to cut off a resource supply or restrict a load suddenly. In addition, similar devices fully demonstrate consumers how and where it is possible to save when resources are consumed, particularly, heat and water.
