Moscow - 2062: Liveable City

Recently has finished the competition to develop the concept of the “Great Moscow”. Nine architectural teams taking part in the competition presented their visions of the capital urban development including the joined new territories and entire Moscow metropolitan area. The team from TSNIIP of urban planning RAASN proposed a strategy of transition from monocentric to a polycentric city by creating new centers within the Ring Road and city cores in the region. Their appearance should be a catalyst for social and economic development and prosperity of the citizens.

DECENTRALIZATION

At present the Moscow metropolitan area is divided into the “old” Moscow - megacenter within the Ring Road, surrounded by the cities of regional subordination and airports: Sheremetyevo, Vnukovo and Domodedovo.

To take the excessive load off the city it is to go through three stages in the process of transition from monocentric to polycentric development model. First, carry out decentralization to reduce pressure on the central part of the city.

Secondly, create intermediate centers between Third Ring Road (TRR) and Moscow Ring Road (MRR). Thirdly, to make urban environment more comfortable, including green zones and public spaces in the historic centre. Eight centers of business activity on the territory between TRR and MRR, as well as six city cores which will become control points of development in the region, and big transport hubs on the basis of airports will form the socalled ARC of Opportunity. In other words the space frame of Moscow metropolitan area formed on the basis of settlement system and distribution of productive forces is to become the foundation which will be supported by transport connections and a system of natural recreational zones.
