The New Coasts
The previous edition of the magazine “Green Buildings” (No 2, 2012) informed you about an architectural conception of the “New Coast”, which will be built on an artificial island and become a part of the “Great St.Petersburg”. The project is planned to be realized during 15 years, but authors already thought not only over designing and planning decisions, but provided for advanced engineering systems for power, heat and water supply in future city, also elaborated a restoration and development plan for the territory with unique nature.
ORGANIZAION OF THE CONSTRACTION SITE
The project New Coast started from measures directed on solution of ecological problems on the coast in an area of Sestroretsk, and the main are a shoaling, swamping, pollution of offshore coastal strip, regular flooding near settlements of Gorskaya and Tarhovka. Due these reasons the site is considered as problem; it decreases an investment and town planning potential of the Kurortniy region.
For overcoming negative factors, the local government set a task to transform the part of shore on the base of a comprehensive development of the territory. But to become a part of Sankt Petersburg, it was required to carry out a long-term procedure to change borders of Sankt Petersburg. The decision was adopted by federal and regional governments jointly and it permitted to involve an investor for solving problems of the region.
In 2009 in a result of haggling, the company “NorthWest Invest” won a right to develop the territory. “Engtransstroy Corporation” Ltd. was chosen as a prime contractor for erection of artificial island and development of coastline in the Gulf of Finland. In accordance with stipulations of a leasing agreement, an engineering preparation of the territory must be realized till 2015 and in fact it means a creation and defence of the territory from flooding. A cost of this stage will amount about 21 milliard roubles.
A total amount of private investments in the project till 2028 is planned to achieve 250 milliard roubles; about 20 thousand new working places will be created; a comprehensive development area will be about 510 hectares.
A base of the project is a creation of artificial island which will change a direction of the sea flow. When a technology was being chosen, a world experience and practice of realization of similar works in Sankt Petersburg were studied. Petersburg companies “Morstroytechnology” and “EcoExpressService” were involved in development of design documentation. An alluvion will be realized by a method of hydraulic mechanization (through pipeline). A working space will be separated from a basin of bay by a defensive sheet pilling and then it will be filled by sand. Turbid water can appear, but it will be minimized by a system of stop wells. Certainly, an application of similar technology raises the price but permits to minimize a negative influence on the environment.
